Toa Payoh & Balestier

One of Singapore's first satellite towns, with mature HDB blocks alongside new-generation replacements. Ageing pipe infrastructure is the common thread.

District 12 is centred on Toa Payoh, one of Singapore's earliest planned HDB towns from the late 1960s and 1970s. Balestier adds a row of shophouse-era commercial buildings along the main road. The estate has seen selective redevelopment — some blocks are brand new while neighbours are over 40 years old.

Many original Toa Payoh HDB blocks have copper pipes that have been in service for decades. Pinhole leaks from internal corrosion are more common here than in newer estates.

The Balestier Road corridor has older commercial buildings where aircon systems have been retrofitted multiple times. Layered pipe runs from successive installations can make tracing drainage issues more difficult.

Newer replacement HDB blocks in Toa Payoh have pre-installed condenser ledges and electrical provisions that follow current BCA standards, but older adjacent blocks may not.
