HDB Aircon Permit Guide in Singapore

The confusing part about HDB aircon permits is that many flats do not need one. The real question is whether the flat has higher electrical loading and whether the job uses existing approved points or new electrical work.

The rule most owners need first

HDB says blocks completed on or after January 1, 1994, as well as blocks upgraded under the Main Upgrading Programme or Home Improvement Programme, are provided with higher electrical loading through a 40 amps main switch.

For those flats, HDB states that owners need not apply for a permit to install an air-conditioner or other higher-capacity electrical equipment. The official HDB electrical-load checker exists for the cases where the owner is not sure what loading the block has.

That means many newer HDB owners should start by checking the block status, not by assuming every aircon install needs a permit. The permit question is mainly a loading and wiring question.

When a permit is needed in 30 amps flats

HDB's 30 amps section is more specific. If the install uses an existing approved 15 amps power point or an existing 20 amps isolator provided by the flat owner or HDB, the page says no permit is required.

The permit trigger appears when the work needs a new 15 amps power point or a new 20 amps isolator. In that case, HDB says an electrical permit must be obtained before the aircon installation is carried out.

This is the split many owners miss. The same aircon job can be permit-free or permit-triggering depending on whether the electrical point already exists in approved form.

Rules that still apply even when no permit is needed

HDB's general conditions remain in force whether or not the job needs a permit. The page says air-conditioners must be installed by a BCA-trained air-conditioner installer. It also says any new wiring must go through SP Services Form CS/5H endorsed by HDB for testing.

HDB further requires an installation report to be submitted to the HDB Branch managing the flat within 14 days after installation. On the physical side, the air-conditioner ledge is to be used strictly for the condensing unit, all piping must run internally, units cannot be placed along the common corridor, and condensation water must discharge into a nearby floor trap in the flat.

The page also includes structural and safety limits. Owners and installers must verify running current does not exceed the approved electrical rating, provide rubber padding at the base of the condensing unit, avoid hacking openings through reinforced concrete structures, and avoid embedding aircon pipes in slabs, columns, or beams.

Extra limits for 40 amps and upgraded flats

The 40 amps and upgraded-flat section does not just say no permit and stop there. HDB still sets installation limits for these homes. The running current should be restricted by a 20 amps double-pole isolator or 15 amps power point.

HDB also states that a maximum of two split-type condensing units can be installed in this category of flat. The maximum allowed weight is 110kg per wall panel whether the unit is on the external wall or the air-conditioner ledge, and each wall panel is allowed only one wall-mounted condensing unit.

This is why a quote can be technically permit-free yet still non-compliant in layout or load terms. The permit question is only one part of the install review.

What to check before you approve the quote

Start with the block's electrical loading. If the block falls into the higher-loading group, the first answer may be that no permit is needed. If it is a 30 amps case, the next question is whether the job relies on an existing approved point or needs new electrical work.

Then ask the installer to confirm who is handling the compliance steps that still remain. That includes new-wiring testing, installation reporting, approved unit placement, drainage, and current limits. A serious installer should be able to explain each item in direct language.

The cleanest HDB aircon jobs are the ones where the owner knows both sides of the issue: whether a permit is needed, and which rules still apply even when it is not.
